HAVING THE RIGHT FOR PARTICIPATING  IN TENDER  TO ALL POSSIBLE PARTICIPANTS  ABOUT ORGANIZING TO DETERMINE A REGULATION

Given text of the announcement is confirmed by the director of the “Centre of Geodesy and Cartography” SNCO. 03.04.2006 N -61-L order and is being published according to the law of the 47-th item “On purchase” of the second article of the RA 08.09.2005 according to the resolution N 2274.

1.The Customer SNCO “Centre of Geodesy and Cartography” which is located in the following address RA, Yerevan, ave. Komitas, 35/2 is organizing purchase process for all the participants who has the right for the Satellite Imagery Survey Implementation to determine a regulation.

2. The subject of purchase is the activity of Satellite Survey. The term of concluding contract is on the 30-th of Decermber 2006. It’s the latest date to commence the execution of the activity.

3.Information for the participants which is necessary:

a) During of the process of purchase he will be relied on  some state secret containing information which publication(at any form) may be brought a responsibility determined by RA legislation.

b) Possible participant:

-oblige to have the right for executing forseen  obligations according to the contract “On purchase”professional qualities, technical and financial means, labour resources.

-mustn’t be pleaded unsolvent in  juridical order, mustn’t be  under liquidation,

-  mustn’t have any inventory which is under the prohibition

-mustn’t have any debts to the date of the issue of the certificate, concerning on the payment of the RA tax (and compulsary social insurance)

 -mustn’t have out-of-date debts

-the representative of the leading body at the moment of the publishing the announcement during the previous three years mustn’t

1. have been charged with a violation of law, convicted in the economic sphere or for the crime against the state service, for the exception only in those cases when the previous conviction is extinguished or put out

2. in case submitting false dates for the purpose of concluding “purchase contract”

3. with its activity or intertia will be violated according to the “Purchase contract” forseen obligations which will be brought by the customer one-side decision of the purchase contract.

g) the participant oblige to submit a Bid (Application) for the participation to the “Centre of Geodesy and Cartography” SNCO (Supplement 1) attached by the participant,it must be  confirmed, signed an application is about  that,

a) oblige to have the right for executing forseen  obligations according to the contract “On purchase”professional qualities, technical and financial means, labour resources.

b) mustn’t be pleaded unsolvent in juridical order, mustn’t be  under liquidation

c) mustn’t have any inventory which is under the prohibition

-mustn’t have any debts to the date of the issue of the certificate concerning on the payment of the RA tax (and compulsary social insurance) mustn’t have out-of-date debts

d) the representative of the leading body at the moment of the publishing this announcement during the previous three years mustn’t

1. have been charged with a violation of law, convicted in the economic sphere or for the crime against the state service, for the exception only in those cases when the previous conviction is extinguished or put out

2 .in case submitting false dates for the purpose of concluding “purchase contract”

3.with its activity or intertia will violate according to the “Purchase contract” forseen obligations which will be brought by the customer one-side decision of the purchase contract.

Mentioned announcement’s offered form and proposing requirements are submitted in the N 2 supplement of the given announcement.

- It doesn’t concern to physical persons b)submitted with this point “in  juridical order pleaded unsolvent and g) with this point submitted “on this line of payment of social insurance having out-of- date debts” requirements.

- physical persons may submit  defined documents without any seal

- the employer must submit the defined documents with a seal if they have it.

4. In the 3-rd point according to this announcement attached of the given bid must be submitted

a) Participant must submit all the documents’ copies including enclosure’s copies

b) existing all necessary technical document’s means copies for implementation of Satellite Imagery Survey

All entities being a foreign entity or  organization’s resident, the participant oblige to submit given foreign state’s legislation in the 1-st point of the given announcement for the implementation of the above mentioned activity is necessary to submit a copy (copies of the licence or licences) for executing the mentioned activity, have right to participate in the purchase process by the RA government or RA International contract’s defined cases.

c) the participant oblige to sdubmit a reference from RA Economic court – about being not unsolvent ( if the participant is a juridical person or an employer) (the reference will have to submit a bid on the 30-th day from the following day of publication of the announcement).

the participant who is regarded as a foreign resident doesn’t submit mentioned reference according  given subpoints.

d) the participant oblige to submit about not having out-of-date debts confirmed by the corresponding bodies from tax, social insurance bodies(sealed with a round seal).

Being foreign resident the participant doesn’t submit mentioned reference with the given subpoint.

e) the participant oblige to submit a reference from the State Committee of the Real Property Cadastre of the Government of the Republic of Armenia with the Bid of the participant the inventory not to be under prohibition.

f) the reference will have to be given  a participating bid (application ) submitting on the 30-th day from the following day of the deadline.

 The participants being foreign residernt don’t submit the mentioned reference given in the subpoint.

g) participants have to submit the copies of the similar contract’s implemented during previous two years period of Satellite Survey activities.

According to the given announcement the bids must be drawn up in Armenian language.

Instead of original documents may be submitted their copies confirmed by the notary.

5.The participant is considered to be qualified if he complied above mentioned terms.

 According to the defined announcement if the participant doesn’t submit above mentioned any documents he is considered non-qualified.

6.The participant have to submit all required documentation to the “Centre of Geodesy and Cartography” SNCO with sealed and glued envelope of the 10 day starting from the day following of publication of this announcement. It’s necessary to mark the participant’s name, surname, address and telephone number on the envelope.

The discussion of participant announcement will take place on the 20-th of April 2006, in the “Centre of Geodesy and Cartography” SNCO. After having complied qualified criterions and signing a special obligation form for keeping and providing their state and official secretness, after all the participant will be given the right to participate for the purchase process and will be distributed them  tender bids.

7.The participant who will submit the documents after defined term they can’t be qualified as a possible participant of the given purchase process marking the reasons of denial.

8.For clarifying the truthness of submitted information, they may be required explanations and (or) additional information and documents in the frame of evaluation foreseen of the given announcement. In case not submitting the required information, or discovering false information, participant’s further participation is denied in written form. Inadequations are considered to be significance, if they bring defined terms changes with the given announcement.

9.The submitted documents are received, registered in a separate register journal and evaluated according defined requirements’ conformity by the “ Centre of Geodesy and Cartography” SNCO by the specialist of the organization of purchase” H. Avetisyan.
